2010 Annual Meeting Minutes
June 19, 2010
The meeting was called to order by President Jerry Swendrowski at
10:04 am. Jerry informed the
board and 20 general membership members that Betty Bigger had been
killed in an auto accident.
Roll call: Gary Noble, zone 2; Renee
Finkbeiner, zone 6; Diane French, zone 1 alt; Bob Hake, zone 5; Jerry
Swendrowski, zone 4; and Sherry Davis, zone 7 present.
Agenda approval by Gary Noble; second Sherry
Davis motion passed.

Election of zone reps for Zones 1 John Van Dam, zone 2 GaryNoble, and
zone 3 Paul Delmar after resignation of Katie Lipner from zone 3.
There were no further nominations from the floor. Motion
by Bob Hake; second Sherry Davis to accept zone reps. Motion carried
with a 20/0 approval from general membership.
By law changes to article V. sec.6 to read as follows:
In the case of the office of President/Vice-president shall become
vacant by death, resignation or otherwise, or in the case of the absence
of the President/Vice-president, or his/her inability to discharge the
duties of his/her office, such duties shall, for the time being, devolve
upon any qualified member who shall do and perform such other acts as
the board of Zone Representatives may from time to time authorize
him/her to do.
By law change to article V. sec 8 to read as follows:
The Board of Zone Representatives shall have power by resolution, to
delegate any of the duties of the Secretary/ Treasurer to any other
qualified member as they deem fit to fill the positions. Motion to
approve both bylaw changes by Sherry Davis; second Bob Hake.
Motion carried with a 20/0 approval from general membership.
Reports by Jerry Swendrowski:
A. The May 1st roadside clean-up with 10 volunteers
collected a trailer full of trash. Thank you to A-Waste for allowing us
to dispose of it at no cost.
B. Yard sales went well on June 4 and 5. Thank you to Rick Rickner for
putting signs out and to Donna Friar and Jerry for advertisements in the
papers.
C. Boater’s Safety Class was attended by 19 people (1 adult and 18
youth). Thank you to Bob Hake for providing this service for 15 years.
There is a need for someone to take over this project next year.
Sheriff’s department furnishes the trainer for the 6 hour session. We
need a volunteer to open their home up and provide light refreshment for
the training.
D. Ring of fire is to be held on Saturday, July 3rd. This
year flares will be lit at 9:45 pm
to allow for an aerial fly over. Flares were available at 915 Hess Lake
Drive at the Party Store. Cost per flare this year is $2.00 each.
Grizzly Air
Photo.com will display the aerial photos (16x24) at
Cronk’s Restaurant; Smuggler’s
Cove; and the Hess Lake Party Store. Orders for individual 12x18 aerial
photos will be $20.00.
E. Sailing Regatta will be on Sunday, July 4th at 3 pm.
Sign up with Bob Hake between 9-11 am. There is a need for a wave
runner to hand out $10 gift certificates at the east end of the course.

F. Son of a Sailor Walk/run will be Saturday, July 10. This is the 5th
year. Entry fee is $20.00 until June 28th and $25.00 after
that date. A fund raising event will be held at Jimmy’s
Road House on Monday, June 21st
from 6-10 pm with 15% of the sales being donated to SOS. Prepackage
pickup is at 1249 Hess Lake Dron the 9th of July.
Registration on the 10th is from 7-8:15 am. Race will be run
counter clockwise around the lake. Need volunteers with golf carts.
G. Water Palooza 2010 will be August 7th.
Ramona Deters is the chair of this new project. The theme is a pirate
theme. There will be children’s activities from 9-11 am at Hess Lake
Trailer Park. Activities will include a scavenger hunt; pirate dressing;
frog races; face painting. There will also be a BBQ/smoke competition
at Salty dog wharf with a $5.00 fee.
Capture the flag activity for teens and adults will be from 1-3
at Black Reef. Liars dice from 2-4 at the sand bar entry fee is $5.00.
At 7-9:30 pm music in the water (no land access by water only) by Sue
and Gene Robinson’s. There will
also be a decorate your ship contest and a water volleyball elimination
tournament.
H. T shirt sales sold 135 short and long sleeved t-shirts and
sweatshirts. These were sold at cost not as a fund raiser.
I. Mini message sign is up at 9300 block of Catalpa. Gene Robinson
constructed the sign. Thanks to Gene and to Howerda’s for allowing the
sign to be on their property.
Committee Reports:
Hess Lake Statutory Board (HLB) - Gary Noble reported on the
voluntary shoreline restoration program. Free native plants with longer
root systems were provided with funds from the Fremont Area
Community Foundation. Fifty property owners participated between
Hess and Brooks lakes over 2 planting periods during fall 2009 and
spring 2010. The HLB partnered with the Muskegon
River Watershed Assembly and
Muskegon Conservation District to implement this program.
Students from the Newaygo Middle School volunteered labor
for some residents. Grant was for $16,500 that included $11,000 worth
of plants. Noble also indicated Brooks Township recently
passed a more flexible 25 foot green belt zoning ordinance and a copy of
the revised ordinance was included in the HLB/BLB joint winter
newsletter. The HLB also hired Spicer Group (engineering firm)
to measure the depth of sediment in the lake (pole survey).
This will be done between July 1st and 3rd.
Spicer Group also conducted a
bathymetric survey during week of April 26 to measure water
depth. Both surveys were last done on Hess Lake in 1990. [moved
up from below, the following] Weed control assessment was for spot
treatment this year. $36,000 spent for chemical treatment. The last
spot treatment was June 14 by Wheeler Drain area. Next year most likely
a lake wide treatment will be necessary. This is much more expensive
and winter tax bill assessments will be larger to collect
additional needed funds. HLB has about $30,000 balance to go
toward next year's weed control costs. The next quarterly HLB
meeting will be held July 12th in White Cloud.
Water Quality
- Bob Hake reported that
water quality is being checked by Bob Hake, Rich Bosowski,
and Phil Laven. Checking chlorophyll levels on the 15th of
each month. Oxygen levels have been low this year and caused fish to
die.
Bird's / Buoy's / Boats / Fish & MLSA Report - Jerry Swendrowski
reported that the buoys are out to mark shallow water. Thanks to Steve
Hookstra for his help with placing buoys. Rich Bosowski attended
the Michigan Lake & Stream Associations (MLSA) annual conference on
April 30th and May 1st. Swan eggs were addled again this
spring. Goose round up was on June 15th. This is a
three year program. West Michigan Goose Control captured 42
geese off the lake. These geese will be released at a designated
location. Thanks to Fred Hascher; Bob Kincaid, Renee Finkbeiner, and
Rich Bosowski for their help in rounding up geese.
Newsletter / Website -
Jerry Swendrowski reported that the newsletter costs have
increased substantially. Ellen Delong spearheads the task of our
newsletter. After comparison shopping, it was decided to switch to
Newaygo Printing for the next newsletter. Discussion and support of
just internet newsletter not paper format was approved by 13 of the 20
members present. 16 of the members indicated they would like to receive
email notification of up coming events and activities such as weed
spraying. Ryan Pendergast is doing a great job with the web site.
Check it out at
Hesslake.com. There was discussion of obtaining
sponsorships from advertisements for the website.
Membership Involvement /
Participation –
President Swendrowski urgently appealed to membership to become
involved. For positions in need of help, check the web site.
Membership comments:
Ted Buzalski expressed concern with jet ski with no lights operating at
high speed late on the lake. State law allows for 8am until sunset
operation. Put a notice on the sign and notify
Mike Mercer about the late
operation of jet skis.
Merle VanEe expressed appreciation for all the boards (past and
present) hard work. He has been on the lake for 35 years.
Ted Bertand and Andrew Lapner expressed concerns about the lack of
enforcement of the speed limits for cars around the lake.
Potential for a tragedy if limits aren’t enforced. Notify Mike Mercer
about some police patrol.
